This is because Health Minister Dr Jane Ruth Aceng was seen addressing a rally with out a mask.
People are saying there was even no social distancing as has been always preached by the same minister.

Surprising she is among the first top government officials to defy the presidential directive on the SOPs.
The Electoral Commission says we shall have scientific elections and this will be for every body. However the minister did not observe this.
What is surprising Aceng had police with her when she was violating the SOPs.
It is from this that Ugandans are showing their dissatisfaction with the minister and the government.
First of all the photos are showing her holding a mini rally in Lira with out a mask on. She even was not observing social distancing.
Secondly FDC spokesman Hon Semujju Nganda police arrested him for holding a rally. Police said he was not observing social distancing as the health ministry wants. So police is protecting the opposition from getting COVID-19 but not the government officials.
Surprising Dr Aceng is among the scientist that President Museveni always quotes as his advisors.
People are now wondering whether even COVID-19 is there or not. If scientists really fear people will die, why are they not concerned at the same time.
Lock down is still going on
Others make conclusions that the government is intentionally making them suffer. Their places of work are still not open.
Arcades, salons, schools and others are still not working all in the name of preventing COVID.
Uganda now has over 1000 cases of COVID-19 with 952 recoveries and no deaths.
