He is one of police officers and wardens from Busia prison to guard the Agricultural Training Centre in Kenya.
This is an isolation facility under Ministry of Health for coronavirus patients.

According to a police report, one of the officers on routine patrol at the facility noticed the suspect engaging a patient.
He became uncomfortable hence went back to the guard room.
After telling his colleagues what he had witnessed and they became suspicious.
Surprisingly upon going to check on the suspect and the patient, they did not find them.
They hence started looking around the facility and, at about a little past midnight.
They reportedly heard a commotion coming from the women’s ward.
The officers, on rushing to the women’s wing found all the other patients outside.
Other patients were complaining that the prison officer is raping a woman.
The officer who is not yet known is no longer in uniform, senior colleagues from Busia Prison say, he is in quarantine within the same facility.
Kenya has confirmed 12,062 cases of coronavirus and 222 deaths, according to data from the health ministry.
